Statement of the Verkhovna Rada of Ukraine "On the initiative of international negotiations on de-escalation of the situation around Ukraine"

Stressing that Ukraine is a sovereign, independent, democratic, social and lawful state, the territory of which within the existing internationally recognized borders is indivisible and inviolable;

emphasizing that the right to determine and change the constitutional order in Ukraine belongs exclusively to its people that exercise power directly and through the bodies of state power and of local self-government;

whereas the powers of the Verkhovna Rada of Ukraine in accordance with Article 85 of the Constitution of Ukraine include determination of the principles of foreign and domestic policy of the State;

confirming non-recognition of the fact of annexation of the Autonomous Republic of Crimea by the Russian Federation, which occurred as a result of an unprovoked Russian aggression against Ukraine and of the illegal occupation of the Crimean peninsula by the aggressor,

the Verkhovna Rada of Ukraine:

1. welcomes the international solidarity in support of the independence, sovereignty, territorial integrity and inviolability of borders of Ukraine, in particular the Resolution of the United Nations General Assembly "Territorial integrity of Ukraine", adopted on March 27, 2014, and the initiative of holding in the nearest future of the international negotiations between the official representatives of Ukraine, Russia, the U.S. and the European Union;

2. believes that these negotiations should be aimed at achieving the following objectives:

de-escalation of the situation, averting the threat of military invasion of Russia to Ukraine’s mainland, pulling back of the Russian Federation armed forces units from the border of Ukraine and withdrawal of Russian troops from the territory of Ukraine – the Autonomous Republic of Crimea;

termination of hostile acts and subversions by Russia that threaten the territorial integrity of Ukraine and are aimed at provoking separatist tendencies;

Russia’s refusal from hostile propaganda campaign of distorting facts and spreading blatantly untrue information aimed at justifying Russian aggression and interference in the internal affairs of Ukraine;

Russia’s return to the civilized field of relations and international law, reenacting of the universally recognized principles of international peace and security;

Russia’s rejection of the policy of revanchism, pressure and blackmailing, in particular, in the military, economic and energy areas;

restoration of the territorial integrity of Ukraine within its internationally recognized borders, ensuring the sovereignty of Ukraine throughout all of its territory, including the Autonomous Republic of Crimea;

3. stresses that the issues related to the domestic jurisdiction of Ukraine, in particular those regarding the constitutional order and the administrative-territorial structure of Ukraine, determination of status and principles of the use of languages in Ukraine, the terms and procedures of conducting presidential and parliamentary elections in Ukraine, and the right to determine its foreign policy directions and freedoms of participation in international organizations and alliances, cannot be the subject of international negotiations;

4. underscores that only the officially authorized delegation, which should be guided by this Statement and act in conformity with the approved instructions in accordance with the Constitution of Ukraine and its legislation, should represent Ukraine in the talks;

5. draws the attention of the international community to artificial and far-fetched addressed accusations of Ukraine by external forces regarding the violations of the national minorities’ rights in Ukraine.
